Summary / Description

We are seeking motivated, career and customer oriented Systems Engineers interested in joining our team in Chantilly, VA and exploring an exciting and challenging career with Unisys Federal Systems.

 

Performs technical planning and full lifecycle SE&I (e.g., Requirements and Interface Definition, Enterprise Test Planning, Effectivity Definition and Management, and Milestone Readiness Planning and Assessment), for the NSG ground enterprise mission capabilities, leveraging Mission Partner systems and GEOINT source data, to integrate a new Motion Imagery resource into the NSG and drive Mission tradecraft transformation, with particular focus on change management. Ensures systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional and timeline analysis, trade studies, AoAs, requirements allocation, and interface definition, translating customer requirements into system specs/capability descriptions. Maintains strong awareness of technical IT, GEOINT domain, TCPED (Tasking, Collection, Processing, Exploitation, Dissemination) trends, ongoing IC initiatives (e.g., IC Cloud), and mission/business requirements.

 

Specific responsibilities include, but are not limited to:

  • Supports full lifecycle SE&I (from joint topical requirements and CONOPS development to enterprise transition into operations), to integrate a new Motion Imagery resource into the TPED process and transform the ground architecture, with particular focus on Change Management
  • Leads the NGA and Joint Request for Change (RFC) process, authoring and coordinating RFCs from RFC Pre-Concept through Agency Boarding, spanning a variety of change management content (e.g., Requirements, Interfaces, Integrated Master Schedule Milestones and Effectivities, Enterprise Test Events, GEOINT Product Definitions, Enterprise Transitions)
  • Coordinates across Segments and Organizations to identify change impacts and prepare associated documentation (e.g., Cost Guidance, Cost Roll-Up Briefings, MTRB RFC Status Briefings)
  • Leads weekly RFC TEMs, focusing on both the RFC administrative process and technical engineering to mature the RFC content (e.g., Requirements definition, Volumetric impacts); identifies, tracks, mitigates, and resolves associated risks and issues related to RFC content and (Joint) RFC boarding
  • Participates in team RFC impact assessments (e.g., Segment, Interface, Volumetric, Infrastructure, Architecture, Documentation) and develops technical recommendations to inform decision making of potential impacts to the NGA operational baseline
  • Prepares and coordinates required RFC documentation (e.g., Cost Guidance, Faceplate, Change Pages)
  • Conducts detailed RFC Roadmap planning, driving the phased maturation of the technical project baseline
  • Supports the evaluation of acquisition roadmaps, identifying capability gaps and developing mitigation plans; develops and executes time-phased epochs for migrating new capabilities to the operational baseline
  • Plans/leads/participates in Integrated Project Teams (IPTs) and (NGA and Joint) Forums, to serve as focal points for managing project execution and resolving enterprise issues 
  • Manages continuous customer/stakeholder engagement business rhythms and communications

Requirements

Required Qualifications:

  • BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline and a minimum 10 years of experience in directly related field or equivalent blend of education and experience.
  • 3+ years of SE experience related to NTM and Motion Imagery
  • Demonstrated working knowledge of the NGA organization, leadership, programs, systems / segments (e.g., RTM, GIMS, Cedalion, IEC, and iStore)
  • Demonstrated working knowledge of the NGA / Joint RFC process, authoring and leading RFC coordination through the complete lifecycle from Concept development through Agency boarding 
  • Demonstrated working knowledge of NGA baseline configuration and change management processes
  • Experience applying SE processes, performing requirements analysis, interface definition, detailed implementation planning, enterprise test planning, readiness, and systems transitions
  • Demonstrated ability/experience identifying and solving problems, reviewing related information to develop and evaluate options and implement solutions with minimal supervision and direction
  • Strong customer service teaming skills; ability to collaborate in cross-functional teams and lead discussions; ability to work across a large number of organizations, gathering critical program data (e.g., technical and cost impacts; program schedules)
  • Strong organizational skills; ability to develop and execute to schedule
  • Strong technical writing skills; ability to author engineering artifacts (e.g., Configuration Management Change Pages, Requirements, RFC Cost Guidance, briefings)
  • TS/SCI security clearance (SSBI current within 5 years)

Desired Qualifications:

  • MS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
  • SE&I (INCOSE), IT (ITIL), Agile (SAFe), LSS certs
  • Knowledge and experience with NTM capabilities, NGA/IC/DoD architectures/missions, and/or Mission Partners sensors/systems
  • Technical project engineering leadership expertise and experience, working across boundaries
  • NGA, IC/DoD IT knowledge [e.g., ICITE, cloud architectures/missions, as-is/future vision]
  • A/B ISR TCPED SLC (e.g., FMV, MAWS, WAPS/WAS, MTI, ABI, SOM, exploitation) experience
